Qualification Development
Training Qualifications UK has always been on the cutting edge of qualification development. Every year, we work with amazing employers, centres and other organisations to create quality, in-demand qualifications.
Do you have a course of learning which you would like to develop into a regulated qualification?
Our Qualifications team has a wealth of experience in forming regulated qualifications from nothing more than an idea and brief outline of the assessment criteria. But the more information you can provide to develop your qualification, the quicker we can turn around a development.
We will work collaboratively with you when developing our qualifications, bringing your skills, knowledge and ideas to life. Utilising our expertise, we consult with you on your qualification development journey, whether that is based on industry knowledge, LEP Priority areas or skills shortages across your workforce.
If you have a fresh new idea, please get in touch with the Qualifications team to get the ball rolling.

What is a regulated qualification?
There can be much value added to a course of learning by having it placed on the Regulated Qualifications Framework (RQF). Qualifications on the RQF will be recognised nationally and internationally by educational institutions and employers, for listing on the RQF implies certain standards of development and implementation have been met.
Responsibility for the qualification
Training Qualifications UK will retain responsibility for any developed qualification once it has been entered onto the Ofqual register of regulated qualifications. Therefore TQUK will own the intellectual property rights for that qualification and unfortunately this is something which cannot be avoided.
This applies only to the content within the qualification itself and NOT to any training materials, PowerPoints or assessments that you may have provided to aid the development process. Any resources of this description will remain the property of your centre and will not be published by Training Qualifications UK.
Timescales
Training Qualifications UK endeavours to complete all qualification developments as soon as possible with an average timescale of three to six months. This can be dependent on a variety of factors including the number of redrafts and alterations and the level of detail initially formatted and submitted to TQUK.
Once the development process has been finalised and you are happy with the qualification, you will be required to sign the final agreement before a qualification goes on the Ofqual Register.
Applying for funding
Whilst Training Qualifications UK can of course look to get funding allocated and assigned to your qualification development with us at your request, the responsibility and timescales involved rest firmly with the Education and Skills Funding Agency once we have submitted the application for funding. Training Qualifications UK cannot guarantee funding.
The process usually takes a couple of months after the qualification has been finalised and we have submitted an application. For more information on funding and the processes involved, please visit the ESFA website.
How does the process work?

Development Proposal
Form
Email qualifications@tquk.org to request a Qualification Development Proposal Form. There are a number of sections to complete, but the greater the information that you can provide the clearer picture we will have in determining the project and the length of time the process will take.
from TQUK
Once the review of the application has been complete there can be three outcomes; approval, more information or rejected (a reason for rejection will be provided at the conclusion of our review). You should generally receive a response within 5 working days, depending on the detail provided.
Once an agreement has been reached between Training Qualifications UK and qualification proposer, the quoted price to you must be paid before the development process can begin. Agreements to be agreed include outlining of the qualification, time frames and expectations.
You will receive a qualification draft approximately four weeks after you have signed your agreement with Training Qualifications UK and payment has been made. It will be at this stage that any redrafts and amendments can be made to the qualification outline. As an approximation, it is usually this part of the qualification development process which takes the most time in our experience.
Once the content of the qualification has been approved, a final qualification specification will be produced for sign-off. If both Training Qualifications UK and the training provider agree to the design of the qualification, TQUK will move on to getting the qualification placed on the Regulated Qualifications Framework.
Your qualification will now be regulated and added to the Regulated Qualifications Framework (RQF).
Qualifications can be added to the register at any time but don’t appear as approved and operational until the 1st of the following month after submission, so there may be a slight delay depending on when the qualification is signed off as ready for the regulated market.
